If approved by EDB, HYS will turn DSS from 1 September 2012. With the launching of the NSS curriculum, the government has changed its policy on the subsidy for all aided schools by standardizing the allocation of resources across all Hong Kong schools instead of basing its subsidies on the subjects provided by each school. Because of the number of permanent teachers in HYS has been cut from 63 in September 2009 to 60.3 in the 2010-2011 academic year, with a further decrease to 57.5 in September 2012 being projected. Apart from regular expenditures (including all non-government-subsidized items like the cost of maintaining our swimming pool life guard, the maintenance and electricity bills for the pool, the Chapel and the Gymnasium, and the fees for some extra-curricular activities), the Tong Fai at present also pays the salary of 10 contract teachers as well. With increasing expenditures due to inflation and teachers' salary increments, a deficit has already been recorded in this year's Tong Fai. In order to maintain our provision for all-round quality education for all, we have no choice but to consider the DSS mode.
